This is a model of a wooden bodied tender, of the early style, and is intended to fit on the (current, 2026) Bachmann DeWitt Clinton tender mechanism. Until the "U tank" tender gained popularity in the mid 1830s, most tenders were extremely simple wooden wagons with low sides. The earliest tenders had the body sitting down between the wheels, as on the chauldron wagons of the era. By 1829 tenders with the body situated over the wheels (and thus enabled to be wider) had come in. This model represents that style. It is appropriate for for years of about 1829 through 1835, although some industrial roads used similar tenders well into the 19th century.
The tender mechanism can be purchased from Bachmann's parts website, listed in the HO steam locomotives section, on the "0-4-0 DeWitt Clinton (Updated)" page.
