Traditionally, pioneer toolkits were mounted underneath the cargo area or placed in the cargo area itself; this made access to the tools inconvenient or difficult.
This pioneer toolkit was designed to be mounted on the hood of the vehicle to create space and provide ease of access.
I believe that the manufacturer of this toolkit is Military Systems Group.
